The European Union moved closer to combating human-trafficking gangs in the Mediterranean Sea, the graveyard of hundreds of refugees trying to reach European shores.

Defense ministers reached a “broad consensus” to upgrade a naval mission in the south-central Mediterranean from intelligence-gathering to search and seizure of suspect vessels operating from Libya, EU foreign-policy chief Federica Mogherini said.
