Volkswagen AG bragged its diesel models were some of the cleanest on the highways. In fact, they added the equivalent of as many as 19 million chemical-spewing cars to American roads.

Based on the Environmental Protection Agency’s estimate that 482,000 vehicles in the U.S. were polluting as much as 40 times the legal limit, that equals almost 12,000 additional tons of nitrogen oxide pollutants per year.
