House Republicans and Democrats backed President Barack Obama’s request to train and equip Syrian rebels in a measure that both parties stressed doesn’t authorize a U.S. ground war to defeat Islamic militants.

In a 273-156 vote, the Republican-led chamber agreed to add the proposal to a must-pass bill to finance the government through Dec. 11. The House will vote soon on passage of the spending bill.
