Military and civilian managers of multibillion-dollar weapons systems are being prodded to shift from “deference to private industry” to a more adversarial mindset that emphasizes protecting tax dollars, according to the Pentagon’s former No. 2 civilian.

Top Pentagon officials are “putting a lot more emphasis on pushing our program manager from an attitude of deference” to “a frame of mind more appropriate for a government customer to the U.S. taxpayer,” Christine Fox said in a newly published essay.
