Russian inflation decelerated for the first time this year after the government capped regulated utility fees, while price growth remains above the central bank’s target for the 23rd month.

Consumer prices rose 7.5 percent in July from a year earlier after 7.8 percent growth in June, the Federal Statistics Service in Moscow said today in an e-mailed statement. That matches the median estimate in a Bloomberg survey of 19 economists.
