Port Authority Commissioner Recommends Adding Seasoned Managers

The Port Authority of New York and New Jersey should appoint a senior executive with transportation experience to help professionalize its operations and manage its department heads, said a commissioner appointed by New York Governor Andrew Cuomo.

Kenneth Lipper, a former New York City deputy mayor who heads a committee on improving governance, said at a board meeting yesterday that the agency is operating “without benefit of a seasoned business person at the top.” Executive Director Patrick Foye, also a Cuomo appointee, previously worked as a corporate lawyer and as the head of New York’s economic development agency.
