South Sudan Warring Factions Said to Reach Breakthrough in Talks

South Sudan’s warring factions achieved a “breakthrough” in negotiations aimed at ending a 10-month-long civil war in the oil-producing country, a regional mediator said.

“A breakthrough has been achieved on the outstanding issues, to be finalized next week at the next IGAD summit,” Intergovernmental Authority on Development envoy Seyoum Mesfin said in a statement read to reporters in the capital, Juba. Seyoum, who was flanked by Kenyan President Uhuru Kenyatta, Ugandan Prime Minister Ruhakana Rugunda and Ethiopian Prime Minister Hailemariam Desalegn, didn’t provide further details.
