Jan. 14 (Bloomberg) -- The U.S. futurist Alvin Toffler usedto say that when a society reaches a certain degree ofdevelopment, democracy becomes a technical necessity, not simplyan ethical one.

This rule didn’t seem to apply to the Arab world.Industrialization failed, “modernity” arrived late due tocolonization, and when the democratic wave destroyeddictatorships in Latin America and Eastern Europe, it seemedwithout effect in North Africa and the Middle East.
