Amazon.com Inc. is opening a data center in Frankfurt to make its Web services more attractive for companies that want to keep cloud-computing tasks within Germany.

The online retailing giant, whose Amazon Web Services unit rents computing power and storage to consumers, businesses and government agencies, is trying to woo clients reluctant to sign up for or expand use of the service unless their information stays in Germany, Senior Vice President Andy Jassy said.
