Tokyo Electric Power Co.’s stricken nuclear reactors have released low levels of radioactive material that aren’t likely to harm people outside a 20-kilometer (12-mile) evacuation zone.

Those currently at greatest risk of radiation exposure are the 50 workers inside the Fukushima Dai-Ichi nuclear plant who are trying to put out fires, avoid further explosions, cool the reactor cores with seawater and re-submerge spent fuel rods into a pool of water.
